5 – Public question time and Neighbourhood Watch/Crime report and an update from Cllr Matthew Martin:

Cllr Matt Martin was not aware of the cost of the car parking consultation and was concerned that this was known to everyone but himself and he will ask why? The Clerk confirmed that he was advised at an IAG meeting earlier in the day that there had only been one crime in Othery during the last three months. Cllr Jennings noted that the response from the police was very good. Andy Bennett from BBC Radio Somerset is the front man for this annual event to raise funds for clubs taking part in the carnivals using the property owned by Mr Jennings who was with him. He said that they had in the past used temporary licence applications and that every year the event had received no complaints and the request for the licence was for one event a year but makes life much easier for him the organiser. He assured that consideration for local residents was essential and that the music finishes at midnight but the volume is turned down before the finishing time. He assured the meeting that this was for one event a year and this comment was supported by Mr Jennings. He asked if there was anything that the village needed as they would make a donation from the funds if appropriate. Cllr Tizzard said that the playing field needs work undertaking in the play area which is expensive to which Mr Bennett confirmed that the event would make a donation to that fund

6 – Matters Arising:

Highways issues: Only the signs now left to be dealt with. Vacancy: Agreed to advertise the vacancy and hopefully fill it at the May meeting.

7 – Playing Field:

Update: The rocker is not in good order and the necessary signs have been ordered and paid for by the Clerk. Still looking at other options with more quotes pending. Funds are available so as much as possible will be undertaken.

8 – Cemetery:

Update: Request for a plot circulated: Agreed that either with written permission the ashes could go in a relative’s grave or they could go in the garden of rest.

9 – Highways:

Update: The school have no idea what to do with the signs that were delivered. The Clerk will ask the PCSO to return to the school and give advice. The Clerk will also write to Somerset to get the zig zag lines extended.

10 – Media report:

Update: All up to date.

11 – Community Speedwatch:

A request to move the SID coming into Othery from Townesend would need permission from Somerset so that will be investigated by the Clerk.

12 – Planning notice:

Licensing Act 2003 – Premises licence application: David Jennings is applying for the grant a Premises Licence for Orchard Farm, Bedwell Lane, Othery, TA7 0QJ. The Licence if 2 granted is to enable the following activities to take place: Live and recorded music; Friday 18:00- 01:00 and Saturday 13:00-01:30 The provision of late night refreshment; Friday 23:00-01:00 and Saturday 23:00-01:30 Sale/supply of alcohol for consumption on the premises; Friday 18:00-01:30 and Saturday 13:00-01:30.

Cllr Jennings declared a personal interest.

Having listened to the presentation by Mr Bennettt the Parish Council supported the application for one event a year.

15 – Urgent Matters at the discretion of the Chairman:

Cllr Betty advised the meeting that under the freedom of information act Parish Councillors would have to give access to their private emails if they used their private email address to reply about Parish Council matters and that they should all have an Othery.org.uk email. The Clerk said that there was one available through the website but that no-one had asked to use that facility but he would ask NALC for advice and investigate the costs if appropriate
